Making icons on Paint
Open the picture.
Select the part in the photo that you want then go to image > crop
Then go to image > resize/skew. If the part you want in the image is small then put 80. If the part in your icon is huge then put 50. You can experiment with different sizes from 10-90. But 80 or 50 works best.
Then press ctrl E and put 175 for the width and 280 for the height. But only if the height is longer than 280.
Make sure to save it as PNG instead of jpeg.

If you followed those instructions then the finished icon will look like this:
Making icons on new Paint
If you have the new version of paint then:
Open the picture.
Select the part of the photo that you want, then crop it.
Click the resize tab and click pixels.
Make the width 175 and the height will automatically change.
If it's more than 280 then press ctrl E and put the height to 280.
Remember to save it as PNG instead of jpeg.

Making icons on Lunapic (Gifs)
Post the link to the gif on lunapic.
Select the part you want and crop the image.
Then go to edit > resize image.
Put 175 for the width and if the height is less than 280 then it doesn't need to be changed.

Post the link to the image on lunapic.
Select the part you want and crop the image.
Then go to edit > scale image.
Put 175 for the width and the height will automatically change.
If the height is less than 280 then you don't need to change it.
If it's more than 280 then go to edit > resize image and put 280 for the height.
